Department of bureaucracy and overspending

A cartoon drawn off the show. A director sits behind a nameplate under a sign naming his department, insisting that the programmes are necessary to keep America safe. A young auditor points at him and calls it nonsense, while a second works a camera and mutters that the whole thing looks suspect.
The desk runs across the lower half as a heavy horizontal and the three figures are arranged around it, the official seated and boxed in, the two accusers standing and leaning in from the right. The sign above gives the scene its title.
Black ink on white. No colour.
Close vertical ruling on the desk front and the back wall against unfilled figures, with every nameplate and label hand-lettered. Two words are drawn in heavy bold outline to carry the slang.
Ink on paper, drawn as a cartoon for the show.
Lettered ROTC TOONS at the lower right with the artist's name and a date in MMDDYY beneath it.
